Committee to Discuss Paid News complaint

Chief Electoral Officer Praveen Kumar on Saturday said his office had received a complaint regarding ‘paid news’ and that the media committee would discuss it in the meeting scheduled for April 1.

Addressing a press conference at the Secretariat, the CEO said the media committee was headed by him and comprised representatives from Doordarshan, All India Radio and an independent journalist.

Asked to name the media involved in the complaint, the CEO said, “The complaint was lodged by an individual belonging to a political party. I don’t want to disclose the name of the media house against which the complaint has been made.”

The CEO said if the charge is proved, it would be reported to the Press Council of India or Broadcasting Council of India for further action. The entire expenditure involved would be added to the expenditure of the candidate concerned.

Manka to perform at Colombo

Imphal, March 28, 2014: Manka Mayanglambam, a young folk music artist, daughter of Mayanglambam Mangangsana of Keisamthong Keithel has been selected by Asia Pacific Broadcasting Union to perform in the ABU music festival 2014. Manka will perform on the May 23, 2014 at Colombo, Sri Lanka where she will be singing the Manipuri folk song (stylised) "Tamla Loibi ".

One can listen to her on the ABU website as well.

Manka was among the 12 finalists selected from 16 entries from various countries under ABU and she was one of the two selected from India.

Her entry was sent by All India Radio Imphal through All India Radio Directorate, New Delhi.

Celebrating the works of the earliest known Sanskrit dramatist, Bhasa, AIR Pune, will be airing a special audio serial scripted by a BORI scholar

In a bid to bring in a new ‘wave’ of interest into precious ancient literature, a scholar associated with the Bhandarkar Oriental Research Institute (BORI) is seeing the culmination of more than a year of work — a special audio serial scripted by him based on the works of the earliest known Sanskrit dramatist, Bhasa, is to be aired by the All India Radio (AIR), Pune starting April 7, a little more than 100 years after the litterateur’s plays were re-discovered by Indian scholar T Ganapatishashtri in 1912.

Dr Shreenand Bapat has scripted the 13-episode audio serial based on Bhasa’s works

All India Radio’s national broadcasts of live recordings from the 167th Tyagaraja Aradhana at Thiruvaiyaru brought the scent of the festival to listeners.

All India Radio, in a special programme “Ravivaria Akil Bhartiya Sangeeth Sabha”, some time back, broadcast the live recordings of two Carnatic music concerts from the 167th Sadguru Tyagaraja Aradhana Festival which was held at Thiruvaiyaru, where the saint composer Tyagaraja attained samadhi. The emphasis in the music recitals during this festival is on the compositions of Tyagaraja, through brief raga alapanas and neraval to bring out the lyrical value of these compositions. Music lovers also, who gather at the Aradhana, pay great attention to the lyrical values. Unlike in other regular concerts, the emphasis is also on the mathematics in swara singing. AIR has been broadcasting such live recordings for the past many years. The other highlight of these broadcasts is to hear the group rendering of the famous five ‘Pancharatna’ kritis — in the ragas Nattai, Gowla, Arabhi, Varali and Sri — by innumerable musicians gathered like pilgrims at the venue.

India’s national public radio broadcaster ‘All India Radio’ aired a nine-minute special programme featuring Bangladesh on latter’s Independence Day on Wednesday.

The 9-minute documentary relayed at about 4.30pm under its ‘India Global’ programme on FM Gold, highlighted Bangladesh’s natural vastness as well as its emerging economies, birth in 1971 and its relations with India.

For Shyam Benegal's 10-part series on the making of the Indian constitution, Samvidhaan, which airs on Rajya Sabha TV, costume designer Pia Benegal underwent meticulous research based on archived photographs, newspaper clippings, documentaries and also interviews on All India Radio.

Last weekend, I was taking part in a panel discussion on Doordarshan on social media, and it dawned suddenly as to how quickly Indian politics has adapted to Twitter, Facebook and other sites. Two days after Turkey blocked off Twitter, it was a delightful experience to be on a state-owned broadcaster, taking part in a programme in which the anchor encouraged more citizens to get active on social media.

Turkish authorities blocked Twitter late on Thursday, hours after Prime Minister Tayyip Erdogan vowed to "wipe out" the social media service during the campaigning period for local elections on March 30.

“Twitter has been used as a means to carry out systematic character assassinations by circulating illegally acquired recordings, fake and fabricated records of wiretapping,” Erdogan’s office said.

AIR Kargil organizes Jashn-e-Nowroz

Kargil, Mar 23: The All India Radio Kargil presented the final programme of a series of musical shows that ran for three months.

Playing important role in Kargil for the upliftment of the society since last few years, AIR Kargil organized a musical show programme (Sur Ka Milan) that ran for the last three months in which 25 young artists   from all over the district participated. In the show, Kashmiri, Sheena and Balti songs were presented.

The last programme of the series was held in Auditorium Hall Kagil on the eve of Jashn-e-Nowroz which was attended by the DC Kagil Muhammad Sadiq Shaikh, who was chief guest, and SSP Kargil Sujjit Kumar, who was guest of honor.

MUMBAI: All India Radio is preparing for daylong tributes to Farooque Shaikh on his birth anniversary March 25. The actor, who was born this day in Vadodara in 1948, would have turned 66 on Tuesday.

FM Rainbow Mumbai is recording an hour-long memorial for its 7-8pm 'Humsafar' programme on Tuesday. Channel head Anita Kumar said, "This programme is exclusive to Mumbai. 6 parties get 25 hrs free on DD, AIR

The Election Commission of India has announced 25 hours each of free telecast and broadcast time for the six national parties on national broadcasters, Doordarshan and All India Radio, for campaigning. While the poll panel has allocated 30 hours each to the 47 state parties on the national broadcasters.

As per norms, political parties will need to submit the transcript to Prasar Bharti for clearance. Once approved, the transcripts can be recorded at private studios at the cost of political parties.

Broadcast slots allotted to political parties

Four political parties from Tamil Nadu and one party from Puducherry have been allotted broadcast/telecast time by the All India Radio and Doordarshan for the Lok Sabha election campaign.

Both the All India Anna Dravida Munnetra Kazhagam and the Dravida Munnetra Kazhagam have been given 40 minutes each of broadcast and telecast time. The allotted time would have to be utilised in eight instalments of five minutes each.

Four recognised political parties from Tamil Nadu and one party from Pondicherry have been allotted broadcast/telecast time for election campaign through All India Radio and Doordarshan.

All AIADMK and DMK have been given 40 minutes of broadcast time and 40 minutes of telecast time. This time will have to be utilized in eight  installments of five minute durations. PMK, DMDK and AINRC have been allotted 35 minutes of broadcast time and another 35 minutes of telecast time each. The allotted time should be utilized in seven  installments of 5-minute durations.

For the 47 state parties, the poll panel has allocated 30 hours each of broadcast and telecast time on DD and AIR. 

It said a total of 7 hours and 50 minutes of telecast time will be available through the regional satellite services channels available to viewers across India. 

But the facility is not available to registered unrecognised parties and Independents. 

The EC warned that criticism of other countries, attack on religions or communities, defamatory or obscene matter, anything amounting to contempt of court, casting aspersions on the President or the judiciary will not be allowed during telecast and broadcast of such programmes. 

The political parties will have to submit the transcript to Prasar Bharti in advance. After approval, the transcripts will have to be recorded at private studios and the cost for the same will have to be borne by political parties.

ICAR wants channel dedicated to agricultural programmes

J&K Governor releases book

MUMBAI: After talking about digital technology of radio at the recently held Confederation of Indian Industry (CII), it was time for the DRM team to make its presence felt at FICCI Frames 2014. During a panel discussion, ‘The Future of Indian Radio and Monetisation Opportunities’ moderated by Reliance Broadcast Network Ltd CEO Tarun Katial, touched on the need for digital quality in transmission of airwave.

Indian Chapter of DRM Consortium chairman Yogendra Pal and Digital Radio Mondiale vice chairman Alexander Zink took over the mic to cover most of the benefits of the DRM and the challenges it faces in India. Pal said that when people talk about radio they always think about FM, but in reality FM only covers 30-40 per cent of country is covered by FM. MUMBAI: Doordarshan and All India Radio have lined up special programmes to commemorate Farooque Shaikh's 66th birth anniversary coming up on Tuesday, March 25.

DD's national channel will telecast 'Chashme Buddoor' at 3.00pm on Sunday, March 23. Last week on March 9, DD Urdu had aired this comedy on its Sunday slot at 2.00pm and 10.00pm.

Radio listeners can call Vividh Bharati to join Aamir Khan's public awareness show

Vividh Bharati with its vast listener base has joined actor Aamir Khan's public awareness campaign that is being aired on Doordarshan and other channels. The radio version of 'Satyamev Jayate' is called 'Awaaz unki jinhein fikr hai desh ki'. It is being broadcast at 3.30pm every Saturday on Vividh Bharati. Other stations on All India Radio will air it at 11.00am.

Listeners can record their messages for the show on 022-2869 2709 on three days of the week, or email airamirkhan@gmail.com. The radio channel will share these reactions with the actor who will respond on air.

DD's Freedish steps up its TV game

It doesn't have a brand name anyone remembers, neither a call centre nor an electronic programming guide and no fancy marketing campaign. Yet in its 10th year, DD Direct Plus, recently renamed DD's Freedish, has become India's largest direct-to-home, or DTH, service. At an estimated 18 million homes, it is bigger than Zee's Dish TV or Tata Sky.

The Rs 1,553-crore state-controlled Prasar Bharati Corporation, which owns the service, has now woken up to its potential. "We will launch 120 channels (an addition of 60 channels) from July 1, 2014, encrypt them and move to the MPEG4 format," says Ranjan Thakur, additional director general, Doordarshan, and the man running DD's Freedish. These changes will mean more capacity and the ability to track its subscribers, something that was not possible so far because the signal was unencrypted. The tracking will help push up the prices channels have to pay to be on board. At around Rs 134 crore in March 2014, DD's Freedish is the smallest entity by value, but has the best margins in the business. Every other DTH player makes a loss (see box). In the next two years, as the service shifts satellites, Thakur reckons DD's Freedish will offer over 250 channels.

It would be really ambitious to say that Prasar Bharti is all set to revamp itself and turn into an effective, profitable body on par with its other international counterparts like the British Broadcasting Corporation. However, if the Sam Pitroda-led committee is to be believed, the recommendations made by the panel suggests drastic changes, which, if implemented, will result in the systematic progression of Prasar Bharti so that it can finally live up to the stature of being the largest public broadcaster of the largest democracy in the world.

Prasar Bharti is an autonomous body that was set up by an Act of Parliament in 1990, became finally actionable in 1997, and comprises of Doordarshan Television Network and the All India Radio. The idea was to give autonomy to these broadcasters previously owned by the Government, like in any other country. However, many believe that this idea was implemented in theory more than in practice. Sam Pitroda, Advisor to Prime Minister Manmohan Singh, formed a committee to examine this very intricate relationship that ostensibly existed between the Government and the broadcaster.

The archival recordings of All India Radio and Doordarshan represent a significant part of India’s collective memory of the last hundred years. Will they be able to safeguard and disseminate it, asks S. Ravi

All India Radio (AIR) and Doordarshan (DD) established in 1936 and 1976 respectively have an enviable collection of voice recordings of eminent personalities, award-winning radio dramas, features, documentaries, etc. as well as memorial lectures. The AIR library boasts the first and the last prayer speeches of Mahatma Gandhi recorded on May 11, 1947 at Sodepur Ashram, Calcutta and January 29, 1948 at Birla House, Delhi respectively and also the only broadcast by Gandhiji from AIR Delhi on November 12, 1947. The question is how many are aware of it and know how to access them?

In an age when information and content rule the market why is that AIR and DD have not been able to exploit the treasure trove? In fact the uniqueness of this collection has been clearly underlined by the Expert Group on Archiving (EGA) headed by Sam Pitroda and..................

Educational Programmes on SSLC Exam

With the SSLC examinations slated to begin on Monday, the State Institute of Educational Technology (SIET) has come out with special educational programmes to be telecast on Doordarshan on all exam days.

Since the SSLC exams are held in the afternoon session, the programmes will be aired on Doordarshan’s terrestrial service on all exam days from 6 am to 7 am. “Each day’s programme will focus on that  particular day’s subject and a model question paper will be discussed,” SIET director Babu Sebastian said. “Experts in each subject will take classes and analyse the previous years’ question pattern during the one-hour special programme,” he said. A total of 4.64 lakh candidates will appear for the SSLC examination slated to be held from March 10 to 22. The exam will be held in 2,815 centres across Kerala, Lakshadweep and the Gulf region.

Delhi: After the Cabinet Committee on Economic Affairs on Friday approved a Rs. 3,500 crore plan to upgrade infrastructure facilities of public broadcaster Prasar Bharati, Doordarshan announced plans of how it was going to use the monies.

New Delhi, March 3 (IANS) You will soon be able to catch your favourite regional radio programmes on FM radio with maximising of the existing technology and junking of the "mindless" and "silly" plan of introducing digital radio, says Prasar Bharati chief Jawhar Sircar.

Sircar, the CEO of India's public broadcaster that runs All India Radio and Doordarshan, said plans are afoot to place FM towers parallel to MW towers to achieve "simulcast" or simultaneously broadcast programmes which are run on Medium Wave on the Frequency Modulation towers.

"Simulcast is the new technology. If I put in an FM tower parallel to an MW tower, we can have simultaneously casting," Sircar told IANS in an interview. "

Over the last two years, Doordarshan has brought changes to the channel programming in a way to win back its audiences. One of the steps it recently took in the direction was to introduce a dedicated slot to air films that have won National Awards and have done rounds of select international film festivals. Now, it has followed up that move by creating yet another weekly slot to showcase Hollywood blockbusters.

“We have tied up with Lionsgate, an agency that purchases the rights to Hollywood films and international television shows for airing. As of now, we are going to try it out without charge; if the slot witnesses success, we will make it permanent,” says Tripurari Sharan, Directorate General, Doordarshan. He said that the slot that will be introduced by the end of March, will telecast popular Hollywood hits from two to three years ago and before.

When our twelve year old faithful television conked off, our hunt for its replacement started. In spite of doing a bit of homework on all the brands through the net and the brochure procured, the sales persons were successful in confusing us to the core rattling off highly advanced features.

Thirty years ago, nobody would have dreamt even in their wildest of dreams that the small screen would progress so much technically. I remember my father had bought the then famous black and white television called Dyanora in 1972. He spent a fortune of Rs 4000 then. It had about six buttons which used to stick out. One each for hold, contrast, bright, the on-off buttons were provided. Some televisions were provided with an internal antenna and some with external. Both seemed to be good. As the external antenna used to be fixed on the terrace, in case of problems it was laborious task to set it right going on the terrace. So some opted for the internal antenna.


Slowly the market was infiltrated with colour televisions like Crown, Weston, etc. Dyanora lost the race against the colour ones. Though Dyanora tried its hand on colour television, it was a total disaster. Weston and Crown were fairly good though the colour scheme was a little dull. Those days television used to boot up late and hence Crown introduced the instant start colour television. Then colour television was supposed to be very luxurious and hence only the so called well-to-do families used to buy. But the epic serial ‘Mahabharata’................

Doordarshan's Nepal, DTH upgrade plans approved

The Indian Government is to install eight terrestrial television transmitters along the country's border with Nepal, which could enable the broadcast Doordarshan content to 65% of the population of Nepal.

The Union Cabinet has also approved the expansion of Doordarshan's direct-to-home (DTH) satellite TV network from 59 to 97 channels, and subsequently 59 to 97 channels, as well as installing 23 digital terrestrial TV (DTT) transmitters. In an effort to upgrade Prasar Bharati’s broadcast infrastructure and network, the government on Friday approved proposals worth Rs. 3,500 crore for AIR and Doordarshan which include setting up of TV transmitters along the Indo-Nepal border. The transmitters are also targeted to cover 65 per cent of the population of Nepal.

Other schemes approved by the Union Cabinet include proposals like expanding Doordarshan’s DTH platform and establishing infrastructure for AIR. The Cabinet Committee on Economic Affairs (CCEA) had approved the proposal of Information and Broadcasting Ministry regarding the 12th Plan scheme of All India Radio (AIR) and Doordarshan “Broadcasting Infrastructure and Network Development.” The CCEA has given its nod to some schemes of the 11th Plan which are at different stages of implementation and also some new schemes, an official statement said.

All India Radio (AIR), the radio arm under the public broadcaster Prasar Bharti is gradually moving from analogue to digital signals for clarity and reach. Under the 11th Plan, AIR must install 72 digital transmitters. Of these, eight are currently operational and an additional 27 will become digital soon. Ruxandra Obreja, head of digital radio development at BBC World Service and chairman of DRM Consortium (Digital Radio Mondiale), is now urging private FM radio operators to switch to digital. She is in India to participate in a seminar on digital radio organized by Confederation of Indian Industry. In an interview, Obreja spoke about the benefits of digital broadcasting and how it has helped revived radio in the UK. Edited excerpts:

What has the Digital Radio Mondiale (DRM) Consortium achieved so far?

DRM Consortium is an international not-for-profit organisation made up of over 100 radio broadcasters, equipment manufacturers, research institutes and others. We have members from all over the world – Brazil, South Korea, Germany, France, Switzerland and the UK. What has it achieved? A lot. It has put together a technology that is global, open and for all broadcast bands. It is the only standard in the world with which you can digitise any band – medium wave, short wave or FM. It works efficiently, uses less energy, offers more features and services.

The country is poised to experience better sound quality and coverage area in radio by next year, as revealed by participants at the CII National Seminar on DRM

The move towards digital radio is expected to take off in 2015.
