RnM Team    02 Jun 14 18:36 IST

NEW DELHI: Information and Broadcasting Minister Prakash Javadekar said that the auctions for FM Phase III would commence soon. He further added that the process of broadcast of All India Radio news bulletins on private FM Channels would also begin shortly.

Speaking to media personnel on the sidelines of Goafest, where he had given the keynote address, Javadekar said, "I am meeting all FM (frequency modulation) channels. And there is just one demand that phase three should be auctioned at the earliest. It will happen shortly.”

The previous United Progress Alliance Government had announced the auction of 839 FM radio channels in the third phase and an empowered group of ministers had given its clearance to the auction last year. Javadekar said the guidelines in this connection would be issued shortly.

Phase three will pave the way for carriage of news bulletins (only of All India Radio), which operators have said is critical for content diversification.

Makeover coming for DD, All India Radio

01-07-2014

State-owned Doordarshan (DD) and public radio broadcaster All India Radio (AIR) are in line for a mighty bounce back if the Modi government has its way.
Speaking at The Hindu Leadership Summit as part of Goafest 2014, Minister for Information and Broadcasting, Prakash Javadekar, said the new government would “re-energise both” government media channels and bring back the lost glory.
Javadekar said that he has already discussed the issue with Prasar Bharati officials. “We want to make DD competitive in the current scenario and add fantastic content.” In a not so veiled, but mild threat to cable operators across the country, Javadekar said he would refuse to listen to their grievance until Doordarshan was being aired by them in the primary band.
On the issue of allowing news broadcast on private FM channels, Javadekar gave a cryptic response saying, “My heart is for news,” but did not elaborate further.
Speaking about the worry over the censorship of media, particularly the imminent threat of arrests over social media posts, Javadekar said the social media comes under the IT Act, which is a ten-year-old legislation. “Much has changed since then,” he said without going any further to say if the Act would be re-worked.

I&B minister Prakash Javadekar plans to revive DD, AIR

He came, he saw, he conquered.

Information and broadcasting minister Prakash Javadekar was at the Leadership Summit at Goafest 2014, the annual congregation of advertising and media professionals in Goa.

Speaking to a packed hall, he emphasised on the differences between the UPA-led government and the newly elected one. "For 10 years, there was no leadership but since 10 days, there's been complete leadership. The previous government had no mission without commission. But we believe in mission without commission. There's been a paradigm shift in Indian politics."

Having tasted success through recent advertising campaigns during the Lok Sabha elections, Javadekar spoke on the effect a good advertising campaign can have on people. The new minister also set the tone clear for anxious media professionals on whether press freedom will be curtailed. "I believe in freedom of expression through advertisements, messages, media and every platform. There has to be an absolute freedom. Assurance of complete freedom to the media is important in new India. The right to criticism is your right. Only when that freedom is nurtured, can we say what we have achieved as a democratic nation."

Without making any commitments or announcements, the former BJP spokesperson assured that all media stakeholders will be consulted before any decision in public interest. However, he had a very clear agenda in reviving Doordarshan and All India Radio. "My passion is simple. I want to make DD a competitive and a prominent channel. We also need to re-energise and put air into AIR which is very popular and has fantastic content."

AIR likely to close more channels, transmissions, commercials

Sumaiya Yousuf, Srinagar, May 31

After wrapping up the oldest Yuv-Vani Service (Voice of Youth) of All India Radio across India (AIR), AIR is likely to wind up more channels, commercials and transmissions in coming days as it is facing acute shortage of man power not only in Kashmir but throughout India.
According to the officials, after facing shortage of resources, revenues and recruitments, AIR was bound to end Yuv-Vani program.
The program will not be aired from June 1 this year, officials said on Saturday.
The Yuv-Vani service was launched in July 21, 1969 on 1017 kHz.
Aspiring writers and radio artists perturbed by the closing of program had accused authorities of leaving them jobless.
However, the authority maintained that they will be accommodated in a new extension program which will be aired between 6 pm to 9 pm in evening transmission.
Director Radio Kashmir Rukhsana Jabeen told Rising Kashmir that they will be accommodating only the endowed candidates while the rest will be dropped.
“It is impossible to accommodate all the workers of Yuv-Vani but we will try our best to accommodate those with good caliber,” Jabeen said.
She further added that new program has not been initiated but an extension of evening transmission has been done in which the Yuv-Vani workers would be engaged.
On why the program was wound up by AIR, Jabeen said that the corporate was facing acute shortage of manpower all over India.
“Had there been new recruitments and promotions in time, the sector would not have faced the jolt. But the positive point here is that these things have not affected the popularity of AIR,” Jabeen added.
She further informed that AIR is looking for more channels, commercials and transmissions to end those programs which are proving fruitless to the corporate.
“But it is not on the papers yet. Few channels will be either closed or mixed with other channels.”
Jabeen further stated that now youth related programs shall be broadcasted daily on FM 103.5 from 6 p.m to 7 p.m.7-8 will be the primary relay including Sheharbeen and news and from 8 p.m to 9 p.m, the youth related programs shall be broadcasted.
“People have stopped applying in this field as there are many employees in Radio Kashmir who have not been promoted for 22-24 years and are still on the same post,” she said.
Moreover, the order issued by Director All India Radio noted that all the stations across India should stop its transmission by the beginning of next month.
Jabeen confirmed that they have received an order in this regard to stop its transmission.
Yuv-Vani service of Radio Kashmir, Srinagar that is being transmitted on short wave particularly targets youth community and highlights its issues and problems.
The issue of order has drawn major reshuffle in the administration within radio Kashmir and has started with most of the senior producers being transferred from one section to other.

DD, AIR to fast-track work on building archives and putting them in public domain
By indiantelevision.com Team Posted on : 31 May 2014 03:43 pm

Doordarshan and All India Radio have embarked upon a project to immortalise over 60 maestros such as Hindustani classical vocalist Pandit Jasraj and veteran playback singer Lata Mangeshkar along with their “signature performances.”
The list of legendary artistes earmarked for the archival series project includes Hindustani vocalist Kishori Amonkar, Carnatic vocalists M Balamuralikrishna and Nedunuri Krishnamurthy, composer M S Viswanathan, Carnatic flautist N Ramani, Sarangi player Ustad Sabri Khan, and Mridangam maestro T K Murthy among others.
While both AIR and Doordarshan already have extensive archives and work for archiving other works is in progress, Prasar Bharati CEO Jawhar Sircar said the main purpose of fast tracking the archival material of AIR and DD is to disseminate digital wealth to the public at large.
Prasar Bharati has constituted a National Archival Committee of experts which includes Prema Cariappa, Shubha Chaudhuri, Uma Shankar, Suresh Chand Vankar and other senior officers from Doordarshan and AIR for the purpose of developing a roadmap.
Doordarshan and AIR have already started compiling the data to ensure that the high-quality video and audio content is brought in the public domain.
Prasar Bharati has instructed both Doordarshan and AIR to create a world class archival wing to digitize and fast track the development of its archival material.
The task of indexation/categorisation/creation of metadata of the archived programmes so as to make them accessible at a later stage have already been initiated. The archival material would thus be repurposed and repackaged before it is being brought into the public domain.
Noting that the reach of All India Radio and Doordarshan was the largest among all radio and TV channels and yet its advertising revenue was the lowest, a Parliamentary Committee had some years earlier said the public service broadcasters needs to project itself to the public.
The Parliamentary Standing Committee on Information Technology said that according to the Information and Broadcasting Ministry both AIR and DD Archives can be a rich source of revenue generation.
It said there is ‘urgent need’ to explore the ways to earn revenue nationally and internationally from these treasures on the part of the Ministry as well as All India Radio and Doordarshan.

Finally, there is good news for those awaiting the rejuvenation of Doordarshan and All India Radio. Addressing delegates on day three of Goafest 2014, Union Minister for Information of Broadcasting Prakash Javadekar assured focus on the two iconic State-run brands.
He said, “My mission is to make Doordarshan competitive and very prominent in the media universe. My passion is to make All India Radio, which is really popular and has fantastic content (heard by everybody); there a simple issues like the transmitter batteries getting exhausted.”

“We will make DD a success story. Just today I wrote a note. I will address the Cable industry on their issues only after they comply with carrying DD channels,” said Javadekar, seemingly in jest, but he was visibly serious about it.

Self Regulation

On the subject of self-regulation, the newly sworn-in I&B Minister said, “I'm told ASCI has done such beautiful work. There is nothing better than self-discipline. You can’t force by rules and laws. It has to come from within. If industry is doing due diligence, there is nothing better than that.”
He assured the industry that his Ministry would discuss issues with stakeholders before taking any decision that affects them, and informed the forum that he has already started the process.
He touched upon the issue of ad time and underlined that the viewer interest was paramount, and added, “But if you can create good advertising like ‘No Ullu Banaoing’, that is also good entertainment.”
The Minister said issues like those on ratings between advertisers and broadcasters, if any, should be treated as private, unless there is conflict and they sought Government intervention.

NEW DELHI: New Information and Broadcasting minister Prakash Javadekar today, replied to several questions regarding the media.

He said that there will be a review next week of the functioning of Prasar Bharati. Complains about the government’s interference in the autonomy of the pubcaster would also be examined, he said.

Referring to the media, he said the government had no intention of curbing the freedom of the press in any way.

In an interview to Doordarshan, Javadekar emphasised that there was no need for the government to impose regulation if the self-regulatory bodies set up by the media themselves work well. However, he said that a study was being made of how radio can be regulated.

Govt will 're-energise' both and bring back lost glory
The state-owned television broadcaster Doordarshan (DD) and public radio broadcaster All India Radio (AIR) are in line for a mighty bounce back if the ‘Modi Sarkar’ has its way.

Speaking at The Hindu Leadership Summit, Minister for Information and Broadcasting, Prakash Javadekar told a packed house at ‘GoaFest 2014’ that the newly inducted Central Government will “re-energise both” the Government media channels and bring back lost glory.

Javadekar added that he had already discussed the same with Prasar Bharati officials. “We want to make DD competitive in the current scenario add fantastic content”. In a not so veiled, but mild, threat to cable operators across the country, Javadekar said that he would refuse to listen to their grievance until Doordarshan was being aired by them in the primary band.

On the issue of allowing news broadcast on private FM channels, Javadekar gave a cryptic response saying, “My heart is for news,” but did not elaborate further.

Speaking about the worry over the censorship of media, particularly the imminent threat of arrests over social media posts, Javadekar said that social media comes under the IT Act which is a ten-year-old legislation. “Much has changed since then,” he said without going any further to say if the Act would be reworked.

Assuring complete freedom to the media, he said: “The right to criticise and voice your dissent is your right.” However, he said that the Government was all for freedom of the media, which was the greatest pillar of democracy. “But with every freedom comes responsibility,” he quickly added.

Saying that you cannot enforce laws unless the intent comes from within, Javadekar heaped lavish praise on The Advertising Standards Council of India (ASCI) that had imposed self-censorship in the advertising business. “If there are bodies like ASC in industry, there is no need for the Government to intervene,” he said.
