Doordarshan to screen documentaries at prime time for 5 years

Source: Time of India | Goa TNN

Date: 28th November, 2012, 03.39AM IST

PANAJI: The Indian documentary film producers' association (IDPA) has signed a memorandum of understanding with the government for an half-an-hour slot to telecast documentaries on public broadcaster Doordarshan at primetime for five years. The IDPA is also working towards getting a 10-minute slot for documentaries before films are screened in cinema halls.

"Documentaries have been a stepchild in the film movement. But now, the process is complete and films to be telecast are already with Doordarshan and they will be shown from January. We are hoping that the association will continue even after five years," IDPA head Mike Pandey said.

He said that the IDPA will get bolder now in voicing its demands to create a place for documentary filmmakers. "We will next work towards an archive to preserve old documentaries, issue of cards for structured documentary filmmakers and a 10-minute slot before screening of films in cinema halls for documentaries on the lines of the Indian new reels," Pandey said.

He said that the number of documentary filmmakers is increasing tremendously in India year after year with technology available at ones fingertips and that most of the films are on environmental issues.

He said that the IDPA is also looking at collaborating with the national film development corporation as it is not just feature films that are films.

DR. BIJU and DNYANESH MOGHE

We don't know why Doordarshan stopped showing Indian Panorama films? This is the constant refrain of the films directors who have their films in the Indian Panorama sections (Feature & Non-Feature) of the 43rd IFFI.

The director of AKASHATHINTE NIRAM Dr. Biju was particularly critical of the way these films are treated by various Government agencies. He feels there is no use of being selected in the Indian Panorama section if your film does not get to be seen by people beyond the film festival circuit. He felt that Doordarshan was a great outlet for such films, which also paid for their telecast and helped the independent art house filmmakers who find it tough to survive in the absence of a state-funding mechanism in the country. He wondered why DD, the national state owned network, stopped showing these films.

Dnyanesh Moghe the director DIGANT and Sunanda Bhat, the directror of NINGAL ARANAYE KANDO, the two other Panorama entries, wholeheartedly endorsed Dr. Biju's views and appealed to the authorities to take effective steps to ensure the survival of independent art house cinema.

Gora (the show) is only a beginning. DD has a lot more in store: Tripurari Sharan Director General, Doordarshan

Source: TellyChakkar.com; By TellychakkarTeam

22 Nov 2012 - 16:10

We have often complained about the lack of entertaining content on Doodarshan. But all that is now changing, according to Doordarshan Director General Tripurari Sharan. He was speaking to the press at the recent launch of DD's new show Gora.

Read on to find what he said regarding the public broadcaster vs private channels and ratings.

Tell us about the idea of Gora?

We feel that times are finally changing in the Indian television scene. People have had enough of saas bahu stuff and are now looking for something more socially relevant. Gora is the first major step of Doordarshan's new approach to meet the above change.

This 26 episode of Gargi Sen Production is based on Rabindranath Tagore's famous novel of the same name. It attempts to look at social divisions which still prevail in our society. What is important to note here is, what Gurudev said then (1907-1909), is even relevant today. However the narrative is not preachy as we have related the story through the eyes of four youngsters.

Where do you see Doordarshan as compared to private channels say Zee TV or Star Plus?

You really can't compare our network reach to any private channel. Collectively, we have 11 channels (DD National, DD News, DD Sports and DD Bharati among others) and 18 regional kendras. Our combined footprint (terrestrial and satellite) virtually covers all corners of our vast nation (isolated pockets of Jammu Kashmir, Himachal Pradesh and North East as well).

But you don't make enough entertaining programmes as others do?

India is not just about Mumbai and Delhi. As a public service broadcaster, it is our responsibility to inform the people living in villages about the social welfare initiatives that the government launches from time to time. Honesty, tell me would any private channel make content on public health and hygiene? Also would any of them also make something like Gora which goes beyond just entertainment and address the underlying social tensions as well? It is very easy to lambast government policies, you should be liberal nature to understand its finer points and working style.

Despite such a reach, your numbers (in terms of TRPs) also don't rock?

As for TAM ratings, we all know that NDTV has already complained about its authenticity. Sadly, this step motherly attitude towards the pubcaster also extends towards the distribution platforms as well (DTH). Once pan-India digitization kicks off, the real numbers of all broadcasters will come out in the open. We will see then. Even now, some of our shows do rate in the top 15 list as well.

What next?

Like I said earlier, Gora is only the beginning. We have a lot more in store, you have to just wait and watch. We are in talks with the makers of Nukkad (super hit DD show of yesteryears) and something more interesting. Our officials are even in touch with Balaji Telefilms about making content for us as they were doing earlier. Jeetendraji has agreed to look into the matter.

Till now, we never really marketed our self aggressively and have paid a price for the same. But all that has changed with the slotting of Upanishad Ganga that opened in the Sunday morning slot. For the first time one saw hoardings of a DD show. There were also full page advertisements in a national daily; this never happened in the history of DD. I am sure that you must have seen similar hoardings of Gora as well. We also never addressed the media directly. With this show we have now started doing so. I assure you that we will continue to have a dialogue with the press so that the public comes to know of our upcoming content through your writings.

It is often said that the content that Doordarshan dishes out is not at par with what we watch on private networks?

There is not much difference between our content and private channels. But yes, they are better than us in production values. Our reality shows (Bharat Ki Shaan: Singing Star) are also as good as any other reality show, but I must admit that we can't match the marketing spends of Jhalak Dikhhla Jaa (Colors) which plasters the entire city with billboards and hoardings.

There was some criticism regarding the way DD commissioned its shows over the years. Comment?

First we would sell slots where the producer would pay us license fee and we, on our part, would give him Free Commercial Time (FCT) for him to earn revenue. But, that boomeranged because we got lost in latitude and the decision making process. A lot of wrong producers also entered the fray and we have a huge outstanding of Rs 800 crore showing in our balance sheet. For financial reasons, we also can't commission all shows in-house. Therefore we have now come up with a self-financing commission method. Here too, I must admit that there are certain problems for it can be linked to procuring government contracts. But we are making all necessary efforts to streamline the process.

Prasar Bharati moves CCI against TAM for anti-competitive practice

Source: Indiantelevision.com

(19 November 2012 3:14 pm)

MUMBAI: After a lull, the battle between broadcasters and TAM has resumed with public broadcaster Prasar Bharati moving Competition Commission of India against the audience measurement agency for anti-competitive practices.

The pubcaster had filed the complaint against TAM on Friday alleging that the ratings agency has been using its dominant position in audience measurement by excluding markets where Doordarshan channels have strong presence.

The complaint was filed under section 4 of the Competition Act 2002, which pertains to abuse of dominant position by a market player.

"On Friday (November 16) we received information from Prasar Bharati alleging anti-competitive practice by TAM. We will consider the matter through the week and if prima facie it makes a case, we will ask the Director General (Investigations) to probe the allegations," newswire PTI quotes a senior CCI official as saying.

Prasar Bharati has alleged that TAM has installed peoplemeters in 8,000 homes and only covers towns and cities with 100,000 plus population, which keeps keeps rural as well as smaller towns out of audience measurement.

The pubcaster had decided to move the CCI after its board meeting in September. Prasar Bharati officials feel that the organisation should claim damages from the ratings agency due to defects in its rating system.

Earlier, the news broadcaster NDTV filed in July a law suit against Nielsen and Kantar Media, which jointly own Tam India, for manipulation of viewership data. NDTV has demanded $810 million as compensation for the loss in revenues it has suffered over the years and $580 million in penalty for negligence by Nielsen and Kantar officials.

Ever since NDTV has filed the lawsuit, calls for setting up Broadcast Audience Research Council (Barc) has grown louder with the broadcasters being in the forefront of the demand.

The Indian Broadcasting Foundation (IBF), Advertising Agencies Association of India (AAAI) and Indian Society of Advertisers (ISA) have held several meetings on how to roll out Barc. The Ministry of Information and Broadcasting (MIB) has also asked the industry to speed up the existence of Barc.

International Case Study Conference

Case study title-"Once Upon a Time in Doordarshan"

Abstract
An Indianpublic service broadcaster, a division of PrasarBharti and once the only and most viewed television channel. However, later it gradually entered the declining phase which is evident from the sharp decline in viewership in homes with Cable and Satellite Television which in 2002 was just at 2.38% for DD National. It had a modest beginning with the experimental telecast starting in Delhi on 15th of September, 1959 with a small transmitter and a makeshift studio. The regular daily transmission commenced in 1965 as a part of All India Radio. The television service was extended to Mumbai and Amritsar in 1972. Uptill 1975, only seven Indian cities had a television service and Doordarshan remained the sole provider of television in India. Television services were segregated from radio in April 1st 1976. Each office of All India Radio and Doordarshan were placed under the management of two separate Director Generals in New Delhi. Finally, in 1982, Doordarshan as a national broadcaster came into existence.

With the onset of private channels in 1991, Doordashan lost its sheen. Despite of the fact that it is backed by government, it can only afford to have incremental changes. Given present-day realities when every government in New Delhi uses Doordarshan as a state medium and its viewers as a incarcerated audience, one can opine that probability of things being changed is highly remote.

Today we enjoy numerous channels described as General Entertainment Channels or GECs, but back then Doordarshan was the one-stop shop for news, for entertainment, for sports, for edu-informative shows, for light hearted comedies, for song and dance for everything. Though the entertainment and movie industry had attained astral heights today, but it must be mentioned that the roots and origin of entertainment came from the... [continues]

Tewari promises promotions to Prasar Bharati employees; favours self-regulation

NEW DELHI: Information and Broadcasting (I&B) Minister Manish Tewari has assured Prasar Bharati employees of early redressal of their grievances including long-pending promotions.

During his first visit to All India Radio, Doordarshan and the Prasar Bharati headquarters after becoming the Minister on Wednesday, Tewari was assured by Chief Executive Officer Jawhar Sircar that the recruitment rules for most cadres were ready and promotions would be granted shortly.

Sircar said the Government's decision to take over the salaries of most employees and the recent concessions announced following the recommendations of a Group of Ministers had greatly helped the pubcaster in initiating new programmes.

The Minister was apprised about the functioning of AIR and DD and immediate plans for expansion.

The Minister assured the employees that they were free to approach him directly whenever they had any problem.

Meanwhile, Ministry sources said that the government is working expeditiously to ensure that the auctions for FM Radio Phase III commences within this financial year. Certain issues raised by stakeholders are being ironed out.

Moreover, Tewari has reiterated that he is in favour of self-regulation and 'reviews should be done by industry bodies without too much of governmental influence'. The government cannot play big brother in every field, the Minister said, while responding to a question about the Film Federation of India choosing a film for the Oscars.

Self-regulation is part of the government's role in safeguarding the fundamental freedom of the people. The Government will therefore interfere only if there is a major aberration. Tewari said in an informal chat with media persons.

Ministry sources said the Minister has decided to give priority to gaming and animation sectors as he sees them as potential work generating industries.

Referring to cross-media ownership, the sources said that the Telecom Regulatory Authority of India (TRAI) which is studying the report of the Administrative Staff College of India, Hyderabad, on this subject had sought certain clarifications from the Ministry. These clarifications have been provided and TRAI is expected to finalize its report soon, sources said.

“Doordarshan” should support non feature and regional films: Om Puri

Source: dearcinema.com   |

Utilize Doordarshan for telecast of cultural festivals

Utilize Doordarshan for telecast of cultural festivals

Dear Editor,

Recently, Delhi government organized spectacular Qutab festival at high cost for several days with different prominent artists of India and other countries (Pakistan) performing on each day of the festival. Festival drew large crowds, and most of those attending it, satisfied themselves by seeing those performing only through big screens installed at the venue, because huge rush could not practically allow viewers to enjoy live performance.

Doordarshan should devise some steps whereby such cultural shows organized at cost of public-exchequer, may be telecast live for best utilization of public-money in larger public interest.

Prasar Bharati cracks its whip against TAM

Source: MM Network; By: MediaMughals

Date: November 19, 2012

Prasar Bharati has moved the Competition Commissin of India(CCI) alleging the Television Audience Measurement (TAM) agency of abusing its dominant position and carrying out audience measurement in an unfair manner.

It was also alleged that while there were more than 20 million TV households in the country, TAM installed meters in only 8,000 homes and that too in the cities that had a population of more than one lakh. The agency completely kept out rural as well as smaller towns. Prasar Bharati has been alleging the agency of restricting the market by not carrying out technological advancement and thereby abusing their dominant position.

On Friday (November 16) the CCI received information from Prasar Bharati alleging anti-competitive practise by TAM. CCI will consider the matter through the week and if prima facie it makes a case, the Director General (Investigations) will probe the allegations, as reported by PTI. When approached, Prasar Bharati CEO Jawahr Sircar confirmed having filed the complaint, but did not provide details.

The sources said the complaint was filed under section 4 of the Competition Act 2002, which pertains to abuse of dominant position by a market player. The decision to move the CCI against TAM was taken at Prasar Bharati's board meeting in September this year.

MUMBAI: After All India Radio revamped its FM stations across the four metros, it has now expanded to Mangalore station and made changes within its structure. DRM to celebrate Indian Platform Activity with workshop

Source: MM Network; By: MediaMughals

Date: November 19, 2012

India is one of the leading countries in introducing DRM through an ambitious roll-out plan spearheaded by the public broadcaster, All India Radio (AIR). The progress has been good but the successful take-up of Digital Radio for the millions of radio listening Indians will depend on: affordable receivers, sufficient digital broadcasts, effective marketing and good content.

With the endorsement of AIR, the DRM Consortium launched an "Indian DRM Chapter" (Platform) in February 2011. Its focus is to support the digital roll-out in India.

The Platform, which meets virtually every month in order to exchange information and share in the latest development, is to hold a DRM Workshop at the LaLit Hotel in New Delhi on November 22nd. This event will offer an opportunity to all interested parties and stakeholders to hear how the DRM transmissions in India have been progressing, to get the latest DRM news from all over the world and receive an update on the All India Radio digital roll-out.

Mr Yogendra Pal, the Honorary Chair of the India Platform is looking forward to this meeting of the India Platform: "The meeting of the Indian Platform members is long overdue. Though we share information virtually all the time there is no better way to get the latest information and contribute to the successful introduction of DRM in India, than meeting face to face."

Ruxandra Obreja, DRM Consortium Chair, is keen that this event should be open and welcoming to anyone interested: "DRM needs to go beyond the transmission sites and excite radio manufacturers, content-makers and listeners now. As you know, the DRM India Platform is open to membership from other broadcasters, digital chip, module and receiver manufacturers, transmission companies, distributors and retailers. On the 22nd we will all meet and take the project forward."

Court refuses stay to Doordarshan

Source: Times of India|Mobile

Nov 18, 2012, 06.48AM IST TNN

PANCHKULA: A local court in Panchkula, on Saturday, refused to grant stay to Doordarshan news channel against orders of a subordinate court of Panchkula district, which had restrained the news channel from using a tricolour strip at the bottom of the screen.

Additional district and sessions judge Sanjay Sandhir has passed these orders after hearing an appeal preferred by Prasar Bharati. On September 19 after taking cognizance of a petition filed by a 12-year-old Panchkula resident, judicial magistrate Panchkula Saurabh Gosain had stayed the use of tricolour strip at the bottom of the screen by Doordarshan till pendency of the present petition.

Aggrieved from the orders, Prasar Bharati, which runs Doordarshan news channel, had moved the Punjab and Haryana high court seeking stay orders. However, HC dismissed their appeal and asked Prasar Bharati to first approach additional district and sessions court in Panchkula for appeal.

Petitioner Deepanshu Bansal, a Class-VIII student of DAV Public School, Surajpur, had moved the court for restraining the channel from using tricolour strip in a disrespectful manner. According to the petitioner, by using the tricolour strip, the channel is liable to be punished under Prevention of Insults to National Honour Act, 1971. He also appealed for action against officials of the channel and sought directions to abide by the national flag code.

The boy informed the court that it was while watching television that he saw the tricolour being used in the form of a strip at the bottom of the screen. The next hearing of the case is on November 26.

Prasar Bharati all set for major revamp

Source: By exchange4media News Service

Date: Thursday,Nov 15, 2012

Public sector broadcaster Prasar Bharati is all set to form expert panels to advise it on viewership preferences, programmes and for archive retrieval as part of a major revamp.

Speaking in Kolkata on November 12, 2012, Jawhar Sircar, CEO, Prasar Bharati informed, "The advisory committees will be set up for viewers and programme advisory as well as for retrieving archives. These will be in our 11 kendras across the country. We want individuals from different fields to volunteer as per their fields of expertise."

"The idea is to revamp the existing structure. We are trying to democratise programmes," he added.

This apart, Akashvani, the radio broadcasting arm of Prasar Bharati, is recasting the programme content of its two FM channels – FM Rainbow and FM Gold – by introducing breakfast shows, special slots for western and devotional songs. These programmes, originating in AIR FM Delhi, will have a pan-India flavour and acknowledge listeners joining in from various states, Sircar said.

Along with this, the news content of FM Gold has been rationalised to intersperse news with entertainment content so as to avoid continuous stretches of news segments.

Sircar further said, "Popular western music has been retained and stations at Shillong and Panaji have been asked to provide good western music for enrichment of content."

Prasar Bharati runs the AIR and Doordarshan networks.
