6-yr-old Mulund in Guinness Book as youngest tabla player
On Wednesday, Truptraj Pandya (6) received a certificate from the Guinness Book of World Records proclaiming him the world's youngest tabla player.
The Mulund boy has unseated Orissa's Rajat Kumar Mishra, who was seven when he made the record. Doordarshan to telecast award winning independent films
New Delhi: Prasar Bharati, the statutory body to govern Doodarshan's broadcast policy, has agreed to telecast independent films after 10 PM. As per this decision, the films that have been already shown on the small screen will get Rs 15 lakh while the films that will be aired for the first time on DD will get Rs 25 lakh.
This reaction from Prasar Bharati has come in response to a campaign initiated by a group of independent filmmakers. The campaign was called Save Indie Cinema and filmmakers such as Onir, Ashutosh Gowariker and Resul Pookutty were among the active members of it.

Sam Pitroda panel on Prasar Bharati to submit report in six months
THIRUVANANTHAPURAM: The Sam Pitroda committee, which is looking into the issue of revamping public broadcaster Prasar Bharati, is expected to submit its report in six months, Doordarshan's Director General (News) said here today.
The committee, formed by the Union government to improve the functioning of the public service broadcaster, would make suggestions on various aspects, including technological upgradation, content, government relations and social responsibilities of Doordarshan and All India Radio, S M Khan told a press meet here.

A government-appointed committee is considering a Universal Services Obligation (USO) levy on private channels in India to help fund broadcasting by India's PSB, Prasar Bharati.
The idea has been floated as part of a strategy to strengthen the revenue of the public broadcaster. It is aimed at the financial restructuring of the broadcaster while creating new funding opportunities by levying USO fees on private channels to augment Prasar Bharati.
Other ideas discussed to generate revenue included leveraging land and technical resources of Prasar Bharati, buying and exclusive marketing of films, cricket and other programmes, launching government certified educational programmes on Doordarshan and marketing research data of DD and All India Radio.
AIR has proposed 132 new FM Radio stations over next two years

NEW DELHI: A total of 107 proposals/ requests including 18 from different states and union territories have been received for opening of All India Radio FM Radio Stations at 97 places during the last three years.
A total of 32 FM transmitters are being considered under 12th Plan while 37 FM transmitters will be considered in future plans.
Of the 107 proposals received from 2010 to 2013, 38 FM transmitters have already been approved or made functional.
FM Stations of AIR are functional at 323 places in the country, in addition to the 242 private FM radio stations functioning in the country under the Policy for expansion of FM Radio Broadcasting services through private agencies.
AIR FM radio services are likely to be operated from 132 new locations in the country over the next two years. These include 22 in Arunachal Pradesh; 12 in Tripura; nine each in Assam, Sikkim, and West Bengal; eight each in Jharkhand, Mizoram, Odisha, and Uttarakhand; six in Bihar, five each in Chattisgarh and Nagaland; four in Manipur; three each in Jammu and Kashmir, Rajasthan and Uttar Pradesh; two each in Madhya Pradesh and Punjab; and one each in Andhra Pradesh, Gujarat, Himachal Pradesh, Maharashtra, Meghalaya, and Diu.

21 short films from FTII to be telecast on Doordarshan

Film students at FTII are finally rejoicing. After a gap of five years, Prasar Bharati has accepted 21 short films made by students, which will be telecast on Doordarshan.
Even though the slot hasn't been announced, DJ Narain, director, FTII, is glad that the student's films are getting a platform to showcase their work. "In 2007, the student's films used to be aired on DD Bharati during the week. We don't know when they will telecast it at the moment. But I am glad that good films will get their share of exposure on television," he shared.

MUMBAI: Addressing an interactive discussion on the future of the print and electronic media, Prasar Bharati CEO Jawahar Sircar stated that All India Radio still tops the listeners' charts with 299 channels as compared to other radio players.
The discussion, titled 'Will the Print & Electronic Media Survive?' was organized by the Indian Chamber of Commerce (ICC), to discuss the state of the media and the entertainment industry that is expected to grow 11.8 percent in 2013 driven by digitization and the growth of new media.

Kolkata, (IANS) Despite a sharp drop in circulation in print media worldwide, newspapers in India are growing rapidly and would continue to expand over the next several years, Prasar Bharati Chief Executive Officer Jawhar Sircar said here Saturday.
Quoting a FCCI and KPMG report, Sircar said television will grow by 18 percent, radio by 16.6 percent, and print by 8.7 percent by 2017.
He said print circulation has dropped worldwide but not in India. Indian print media have shown a rapid growth whereas global paid dailies have lost their importance.
"Global print circulation is falling. It's not falling, actually it's thudding down, but with India it is going up, that means India still has an appetite for the print media," said Sircar.

It is twilight when we walk into Prasar Bharati Chief Executive Officer Jawhar Sircar's immaculately done office at PTI Bhawan, New Delhi. The atmosphere is lively as Sircar conducts a meeting with a group of people and invites us to be part of what is a normal day for him. "I always wanted to get into a relatively free profession such as teaching", he says as we settle down and take in the warm tones of his office. However, various incidents at the time of doing graduation at Kolkata's Presidency College which he attended during the peak of the Naxalite movement put an end to his teaching aspirations. Prasar Bharti to be overhauled soon
Of the 3,452 posts which were identified as critical for operations in June, 2009, 1,150 have been filled and a proposal to fill the remaining is under active consideration, a statement issued by Prasar Bharti said Thursday.
Approval has also been accorded to fill 3,023 posts in various categories like production assistant, cameraman, technician and head clerks, among others.

Private television channels may soon have to loosen their purse strings to fund Doordarshan (DD) and All India Radio (AIR) if a government committee has its way.
The committee to restructure national public broadcaster Prasar Bharati is working on the proposal, which is likely to irk the broadcasting industry.
The committee headed by national innovation council chairman Sam Pitroda believes that DD and AIR have been suffering losses since the entire responsibility of public service broadcasting lies with them. "Private channels are profit-oriented and have no public service obligation," a government official said.
It wants private channels to pay a 'public broadcast fee' to the government, which will be used by DD and AIR to run social benefit programmes.

New Delhi, April 5:Minister of Information and Broadcasting Manish Tewari on Friday said it was time to have a separate "techno-commercial" regulator for the broadcasting sector. However, he clarified that the Government had no desire to control the content.
"These are not policy pronouncements but my personal view," he said, on the sidelines of the first meeting of an expert committee on Prasar Bharati.
"The telecom space is huge and the telecom regulator TRAI has a lot on its plate. The broadcasting sector has also grown exponentially and has several issues….whether its TRPs (television rating points), media cross-holdings. I have myself made three-four references to TRAI…maybe it's time to have a separate techno-commercial regulator for the sector," he said, adding that the proposed authority should not look into content issues.
Addressing the expert committee, Tewari said that the Government was more than happy if the relationship between public broadcaster Prasar Bharati was similar to the relationship between CAG (the Government auditor) and the Ministry of Finance.
He said nearly two-thirds of the budget of the I&B Ministry went to Prasar Bharati, yet it was supposed to maintain an arm's length.
The Minister said if the country needs a public broadcaster, it could be made directly accountable to Parliament, adding that the Government should then be given the liberty to have a full spectrum communication agency across print, online and television to put forward its point of view.
In January, the Ministry had constituted an expert committee under technocrat Sam Pitroda to review the institutional framework of Prasar Bharati, including its relationship with the Government, its continuing role as a public broadcaster and measures needed to ensure its technical upgradation.

Minister for Information and Broadcasting Manish Tewari said on Friday that if the government was footing the bills of Prasar Bharati (PB), it could not be expected to keep an "arm's length" from the public broadcaster. His remarks followed stinging criticism by PB Board chairperson Mrinal Pande, who tore into the "intricate circles of bureaucratic power" surrounding the institution.
Both were speaking at the inaugural session of a meeting of the recently constituted expert committee to review PB's functioning. The committee is headed by the Prime Minister's adviser on public information infrastructure, Sam Pitroda.

06 April 2013Information and broadcasting minister Manish Tewari said on Friday that the TRAI, which has proposed a 12-minute per hour cap on advertising in TV channels, was straying into areas that were outside its ambit, and suggested a separate "techno-commercial" regulator for the broadcasting sector.
Tewari also said the government had no intention to regulate media content.
"The government has no intention of putting a regulator in the statutory space. When I talk to my friends in the media, I tell them I spent a fair amount of time in telecom courts, I am conversant with the TRAI Act, and I find it a bit of oxymoron that it is the broadcasting regulator as broadcasting was never supposed to be a part of the TRAI remit," he said.
"But be that as it may, for broadcasting the whole universe has grown and expanded in such an exponential manner that maybe the time has come to look on the techno-commercial side -- I underscore, underline, put in inverted commas - on the techno-commercial side, the need for a separate broadcasting authority," he added.
The minister admitted that broadcasters are unhappy about the proposed 12-minute advertising cap. He said the cap was part of the Cable TV Act, which private players had voluntarily accepted.
Sympathising with broadcasters, the minister said that broadcasters were primarily dependent on ad revenue, and this was a skewed system.

Indie filmmakers rejoice as Prasar Bharati set to telecast their National Award winning films

Films that have been telecast on TV in the past will be paid 15 lakh and the ones that will premiere with Doordarshan will get 25 lakh," said Tripurari. NEW DELHI: More than 65 years after independence and 15 years after Prasar Bharati came into being, All India Radio (AIR) now claims that just 0.8 per cent of the population is still uncovered by AM or FM Radio channels.
AIR sources claimed to Radioandmusic.com that a total of 91.9 per cent of the area and 99.2 per cent of the population are presently being reached by the public broadcaster.
Areas that are still not reached include thinly populated high altitude and desert areas comprising north and eastern borders of Jammu and Kashmir, western border areas in Rajasthan, eastern border areas in Uttarakhand and Himachal Pradesh, north and north eastern parts of Arunachal Pradesh and other border areas of the North East states.
The sources said steps had already been initiated to reach the 100 per cent mark in terms of coverage. These include projects for upgrading the power of twelve existing transmitters and installation of 166 additional MW FM transmitters of various capacities throughout the country.

Reli Ladakhi’s demise condoled
Reli Ladakhi was one of the famous writer, singer, composer, music director and broadcaster of AIR from Ladakh Region. He worked in AIR from 1975 to 2007.
On the occasion Head of AIR Kargil DDG (E) GD Sharma paid tributes to Reli and prayed for peace to the departed soul.

DD Urdu Channel increases news bulletins

Doordarshan has increased the number of news bulletins in its Urdu Channel.
"This is to cater to the vast urdu speaking population living in different parts of India", a Prasar Bharati official said adding news scrolls are also updated on this channel.
There are now a total of ten bulletins that begin at 6 AM with the last bulletin at 12 PM.
Besides five minute news bulletins, the channel is also broadcasting two 30 minute news bulletins.

EC allots time to parties for campaign on DD, AIR

The Commission has decided to extend the equitable time-sharing scheme on electronic media through the Prasar Bharati Corporation. However, use of broadcast and telecast time will be available only to national parties and recognised State parties in the polls. Of the total 630 minutes, Congress got the maximum time of 166 minutes, the ruling BJP was granted 163 minutes in Karnataka each for broadcast and telecast, followed by JD-S with 111 minutes. Time allotted for others parties is: BSP (54 minutes), CPI-M (46 minutes), CPI and NCP (45 minutes each).
No time was allotted to the KJP, led by former Chief Minister B S Yeddyurappa and the BSR Congress, led by former minister R Sriramulu — as both are not recognised.
The campaigning facility will be available from the regional centres of All India Radio and Doordarshan and at their Karnataka headquarters. The message will also be relayed by other stations within the State.
45 minutes only
The EC has said that a base time of 45 minutes will be given to each national and recognised State party, uniformly at the regional centres of Doordarshan and AIR networks in Karnataka.
Soon, national award winning films in theatres
NEW DELHI: In a move to showcase National Award winning films to a larger audience, the government is considering screening them in commercial theatres. The feature films and documentaries will also be telecast on Doordarshan.
The Prasar Bharati board on March 28 decided to screen award winning films or films that represent the country in international film festivals. It also decided to increase the amount given to the filmmaker per screening from Rs 5 lakh to Rs 15 lakh and Rs 25 lakh for a TV premiere.
According to ministry sources, several filmmakers had met I&B minister Manish Tewari and senior officials seeking commercial release of award winning films. "The filmmakers said there were very few theatres that screen documentaries and films because of financial considerations,'' an official said. He added that the ministry was exploring ticketed shows at the Films Division theatre at Mahadev Road and Siri Fort auditorium in the Capital.

The government bid to restructure public broadcaster Prasar Bharati would result in filling of 3,452 posts at different levels in the next one year.
The government has agreed to national broadcaster's suggestion to set up Prasar Bharati Recruitment Board to fill the posts lying vacant since 1997 when the corporation was set up to independently run All India Radio (AIR) and Doordarshan.
A Group of Ministers in 2009 had identified 3,452 critical posts to be filled up for smooth functioning of the two wings of Prasar Bharati. Now, the government has cleared hiring for 1,150 posts and the corporation expects clearance for remaining slots soon.
"We have submitted a proposal to department of expenditure for filling up remaining posts," said a senior Prasar Bharati official, adding that the posts are at all levels including Group B and C levels.
Those already working with the public broadcaster would get some sort of preference with the corporation deciding to relax age for casual artists and assignees by the extent of approved service rendered in the relevant post.
The corporation has also decided to expedite departmental promotions for its 45,000 strong workforce through constitution of high power committees to scrutinise proposals before being referred to the government. Doordarshan has about 17,000 employees whereas and rest work for AIR.
"Efforts are also being made to reduce stagnation to the extent possible by giving in-situ promotions, ad-hoc promotions as well as current duty charge of higher posts," the official said.
The corporation has also achieved success in financial restructuring of Prasar Bharati.
The earnings would be exempted from income tax, there would be waiver on interest on loan in perpetuity and waiver of accumulated arrears of space and spectrum charges till end of March 2011.
From next financial year, the corporation would get plan support as grant-in-aid instead of the earlier practice of loan.
The government will also provide full non-plan expenditure to meet salary and related expenses for the next five years. "These incentives would benefit Prasar Bharati to the tune of Rs. 12,071 crore in the current financial year," the corporation said in a statement.
